Honestly maybe we should just get rid of the upgraded version. It's exhausting to not have any cooldown on missions, and it takes away a lot of the strategy. When I played the game back in the day, It was fun to try to optimize for the fewest members you could send to still loot everything and make it out, but with this free Deathmobile, there doesn't seem to be a down-side to sending everyone you can. There also is much less incentive to have more than one scavenger or medic, since you can just send the same ones each mission. I would suggest doing away with the Deathmobile upgrade. Right now I have a couple of survivors who are just unassigned... I don't need them for anything. They're just removing junk. If the Deathmobile wasn't free, I would use them when other survivors were on cooldown.

A good nerf would be to have the maximum recall time be thirty minutes instead of five minutes, and the automated recall time be an hour instead of ten minutes. That way, you could still loot places continuously by rotating your survivors, but sending everyone you could would result in having to wait a little bit to start another mission. Of course this doesn't affect new players much anyways since the lower level places already have tiny recall times.

Now that I think about it, if you can reduce travel time with skill books, maybe a max of 30 minutes for return travel would still be a bit low.
Another reason to nerf the Deathmobile is that there are skill books that affect travel time for missions, "Union City Shortcuts," and the challenge book, "The Long Way Home." This game really just isn't designed to have instant travel time for everyone.
Travel time really does need to be increased, even if some players would complain.

I have another idea for a nerf the Deathmobile. Make the cost of the upgrade 300- 500 fuel, and make it last only a week or a month at a time. You could do that, and also lower the max return travel time without the Deathmobile upgrade. Does that sound even less objectionable? I meant it to.
