Infected Bounty should appear on map at similar level of the player

I notice that the map which infected bounty can appear on can be on really low lv. Like i'm lv 32 but it will still often give me maps at lv 10, which can be really annoying to do when the spawn rate is a lot lower for some zombies. It should scale near the lv of the player instead, maybe 10 lv below should be the lowest it can go
