24 hr area time lock and market ideas

Hi, First of all thanks for reviving this game. I was thinking locking area for 1h per 10 levels will be a little more forgiving while not allowing players to spam police departments in an area. Example: Lvl 10 building locked 1 hour, Lvl 20 building 2 hours, Lvl 30 building 3 hours and so on. For market it will be nice if players have a place to sell and buy items (of all kind) for oil.
