Should Low Lvl Players Should Suffer Lv4 Injuries?

In auto missions that fail, survivors can get lv4 injuries that cannot be in any way fixed due to lv4 medical supplies and medic lv being unaatainable. Is this intended?

Try looting hospitals to get Level 4 medical supplies for the severity of your injuries. I ran into issues like that early on; I simply farmed every hospital location until I got Level 4 medical supplies. On top of that, my characters had Level 5 injury severity—and this was at the start of the game.
