rare equipment

i have played decent amount of original game and it seems me getting rare equipment is bit too common is it supposed to be that way ?

better equipment rates are to high i run into police station and i get 2 superior and 1 rare weapon is way to high chance in original game i had hard time finding better equipment above good quality
