[Possible Bug] [DISCONTINUED] Terror schematic can be unlocked but does not appear in crafting

I found a Level 15 Infamous Schematic called “[DISCONTINUED] Terror”. The schematic had the option to unlock it, so I unlocked it. The schematic was consumed, but I cannot find Terror anywhere in the crafting menu afterward. I'm not sure whether this is a bug or intended behavior, since the schematic is marked “[DISCONTINUED]” and its description says to recycle it for a refund of materials. If discontinued schematics are only meant to be recycled, perhaps they are not supposed to have an unlock option? I took a photo of the schematic before unlocking it and can provide it if needed.
