Bounty Box abuse?

One of my clanmates says that there is a cooldown for bounty box hunting. But whenever i press the bounty office, there is a time window where the start bounty button is clickable before the button gets disabled.

I was able to activate it so i got a fresh set of bounties.

As far as I saw, there is a 22 hours window for free bounties, but you can refresh them for 100 fuel.
