Base improvised weapons unlock after upgraded versions

Waiting for staff approval. It is not in Issues Found yet.
This is an oversight carried from TLS:DZ, but no reason we shouldn't seek to fix these in DZR. Certain improvised weapons have their upgraded crafts unlocked before the base version, this effectively renders the schematics available through the crafting bench useless since the base model only unlocks on the next bench level. War Hammer, base model unlocks at Weapons Bench 12, upgraded versions are available earlier at Weapons Bench 11: https://thelaststand.fandom.com/wiki/War_Hammer Bloodluster, base model unlocks at Weapons Bench 9, upgraded versions are available earlier at Weapons Bench 8: https://thelaststand.fandom.com/wiki/Bloodluster Their unlock conditions should be either swapped or set to the same (lower) level.
