White Flag users still populate war targets list

Equipping the White Flag book should automatically prevent them from being attacked via compound raids. However, their names still appear on the war targets list. Only after attempting to attack them, a pop-up appears indicating they are under protection. WF users populating the war targets list take away other eligible compounds which should appear in the list instead.
