Sometimes starting a map wont load with decreased bullet and map cooldown

I encountered a bug where when you start a NPC base, the screen will only go back to the map, but the bullets will decrease and when you try to load back to the same NPC base you want to raid you will encounter the attached image, I restart the game after that but the same NPC Raid map have that 8 hours cooldown lockout on it. It also happens to other maps (I.E Security map) the map will not load, be still on the map...

I encountered the problem just today in Raid Compund, effectively not make deployment And can't start the mission and after relog to retry the place got lockout 8hrs anyway
