Leader customization missing from tutorial

When creating a new account, the leader customization screen at the beginning is completely skipped over. All survivor leaders follow a default appearance unless customized further in the Survivors menu, but default clothing can no longer be changed as a result.

New accounts were skipping the leader creator because the server marked the leader as already verified as soon as a name existed. A new account now gets that screen on the first visit to the compound, before the tutorial, and the chosen name, clothes, voice, and colors are saved. Accounts that already exist keep their current leader and will not see the screen. This deploys on the next reboot.
