Union Island lockout timer does not persist between sessions

Union Island's lockout timer completely disappears after closing the client upon completion of Union Island. Attempting to start the mission only grants an error message with no clear indication as to the reason the activity cannot be launched (e.g. cannot attempt again within 24 hours).

The Union Island lockout is now saved on the player when the raid is finished or abandoned, and restored on login while the lock is still active. Reconnecting shows "RAID AVAILABLE IN..." for the remaining time. Players already locked get the timer back on their next login. This will deploy on the next reboot.
