UI BUG: Incinerator 1 Fuel when its Free

Incinerator has 1 fuel as cost on menu and popup menu but its FREE (need UI change)

The incinerator shows 1 Fuel because the client only enables Incinerate when the cost is above 0. Making it free and still usable needs a client change, which we are not doing, its a features.
